Establishment of Housing Estates
Housing estates / Houses are established under Sec 6(a) of Workers Welfare Fund Ordinance 1971 for currently working industrial workers, managed / administrated by Khyber Pakhtunkhwa, Workers Welfare Board on rental basis in the light of:
- Workers Welfare Fund Ordinance 1971
- Allotment Regulation 2002
Currently, 7,694 family quarters/flats have been constructed in 34 Labour Colonies of Khyber Pakhtunkhwa.
Composition of Allotment Committee On Rental Basis
Members of The Allotment Committee are as follows:
- Chairman (Director Labour)
- Deputy Director (GA/HR, WWB) / Secretary of the Committee Member
- Director (Regional Office) WWF Member
- Director (Finance) WWB Member
- Deputy Director (Admin) ESSI Member
- Director/Deputy Director Zonal Offices, WWB
- Assistant Director (Colonies) WWB Member
- Employees Representative Member Board (KPK, WWB)
- Employees Representative Member Board (KPK, WWB)
- Member Provincial Establishment Department, Government KPK
Eligibility Criteria for Industrial Units
The establishment fulfilling the following conditions shall qualify for allotment of houses to their workers:
- They shall be located at the station where the housing scheme is constructed
- They shall be registered with the Directorate of Labour, The ESSI or The EOBI and shall be contributing to the Workers Welfare Fund
- They shall have employed at least 10 workers
- The establishment entitled for allotment shall be notified by the Board in consultation with the Directorate of Labour before applications are invited
Eligibility Criteria for Workers
A worker who fulfills the following conditions shall be eligible for houses / flats constructed by the Board:
- An employee who is the owner of a house, in full or part, whether in his/her name or in the name of any other dependent member of his/her family at the station are not eligible
- He/she does not occupy any house provided by his employers either to him or to any members of his family
- He/she works in an establishment, employing at least 10 workers
- He/she is a permanent worker and has 5 years regular service in the establishment
- He/she is working in an establishment, registered with Directorate of Labour KPK, ESSI / EOBI and is also contributing to the Workers Welfare Fund
- He/she works in an establishment situated at the station where the houses or flats have been constructed
- He/she is a married person
- He/she has not been allotted any house or flat earlier in any scheme financed out of money allocated by the Workers Welfare Fund
Process of Allotment
Step-wise process for the allotment of quarters / flats is follows:
- Directorate of Works, Khyber Pakhtunkhwa Workers Welfare Board informs Admin Wing regarding completion of the flats
- Allotment Committee is then tasked to start Allotment process
- Secretary of the Allotment Committee collects the data of Industrial Units / Workers as per defined criteria (Letters & Publicity)
- Meeting of Allotment Committee for quota reservation
- Letters are issued to Industrial Units for nomination of their workers as per defined criteria
- Another meeting is convened to finalize the allotment
- After meeting, allotment letters are issued
- Flats/quarters are handed over to the shortlisted Units / Workers
- An undertaking is being taken from the Allottee on the respective stamp paper
